Phillip
R. Turner
The son of a United States Military Serviceman, Mr. Turner began his martial
arts training in 1971 studying Judo while living in Japan. Upon
moving to Korea in 1978, he began learning Tae Kwon Do. When he
relocated to Phoenix, AZ, he began his journey in Tang Soo Do Moo Duk
Kwan, which was headed by the founder of Tang Soo Do, Grand Master Hwang
Kee (United States Tang Soo Do Moo Duk Kwan Federation/ Korea Soo Bahk
Do Association).
On December 20, 1982, he was awarded his 1st Degree Black
Belt, Cho Dan Rank (Dan #22962) by the United States Tang Soo Do Moo Duk
Kwan Federation/ Korea Soo Bahk Do Association. He joined the World Tang Soo Do Association headed
by Grand Master Jae Chul Shin and was subsequently promoted to the rank
of 2nd Degree Black Belt in 1984 and 3rd Degree
Black Belt (Dan #20549) in 1988.
On November 10, 2001, Mr. Turner tested for and was promoted to the rank
of 4th Degree Black Belt, Master, nearly three years later, on November 20 th 2004 Mr. Turner was again tested and promoted to the rank of 5 th degree black belt, Master (Dan#20549) by International
Master Instructor, Darryl Khalid (7th Dan) of the Universal
Tang Soo Do Alliance. Since 1979, he has
guided and educated Mr. Turner in the art of Tang Soo Do.
In 1994, Mr. Turner began learning Hap Ki Do from the late Al Wong. Al
Wong was a long-time, close friend of Grand Master Bong Soo Han (International
Hapkido Federation). Shortly thereafter, Mr. Turner began studying Grand
Master Han’s curriculum. On June 30, 2001, Mr. Turner was promoted
to the rank of 1st Degree Black Belt in Hap Ki Do (Dan#82), there are
less than one hundred twenty people that have been promoted to black belt by
Grand Master Han. On June 21, 2003, Mr. Turner was promoted to the rank
of 2nd Degree Black Belt (Dan#31). On February 28, 2004, Mr. Turner was
promoted to 3rd Degree Black Belt (Dan#13). Mr. Turner has traveled with
Grand Master Han and assisted in teaching Hap Ki Do seminars.
Between August 1996 and January 1998, Mr. Turner was a contract training
provider certified by the State of California to teach defensive tactics/arrest
and control tactics to law enforcement agencies. The departments that
employed him included the Orange County Probation Department, the San
Bernardino County Probation Department, and the Riverside County Probation
Department. Additionally, in April of 2001, Mr. Turner assisted Grand
Master Bong Soo Han in teaching defensive tactics to Special Agents of
the Los Angeles Field office of the Federal Bureau of Investigation.
